Regulatory Compliance
Where BetXS stands under the Gambling Regulation Act 2024 and data protection law, how we meet each obligation today, and what is still in progress.

Licence status
Abbeycoole Limited, trading as BetXS, has applied to the Gambling Regulatory Authority of Ireland for a licence under the Gambling Regulation Act 2024. The application is being considered.
- Remote betting licence application to the Gambling Regulatory Authority of Ireland: BLA-0000000113
- In-person betting (our shops) licence application to the Gambling Regulatory Authority of Ireland: BLA-0000000209
Abbeycoole Limited runs this website and is responsible for your account. Dove Shield Tech Limited provides the betting platform it runs on.
Age and identity
The Act requires every customer's identity and age to be verified before they can bet (section 169). The platform requires verification before a new account can bet; accounts opened before 23 October 2026 must verify by 30 November 2026. A customer can verify in one of two ways:
- A quick check with Sumsub, which reads an identity document and compares it with a live selfie. We ask for the customer's consent before the selfie; a customer who does not consent uses the second way.
- Documents checked by our staff: a photocard driving licence that shows the customer's address, and a proof of address. Staff follow a written review standard, and Doveshield reviews a sample of their approvals each month.
Documents that fail a check are rejected with a reason, and the account cannot bet until new ones are approved.
Safer gambling
- Customers can set deposit limits (daily, weekly or monthly), spending limits (section 164) and times when they can bet, and can exclude themselves for 24 hours, 1 week, 1 month, 3 months, 6 months, 1 year or permanent.
- As a customer's total stakes grow, we check in with them. At €1,000 and €1,500 we ask them to complete a short questionnaire; at €2,000 betting pauses until they do.
- Each customer can see their own activity: what they have staked, been paid and spent time on, worked out as set out in How your activity figures are calculated.
Terms of use
When the Terms of Use change, the changes are listed at the top, and each customer must accept them before they can bet again (section 172).
Your data
- Abbeycoole Limited is the controller of its customers' data; Dove Shield Tech Limited processes it on our behalf. Our Data Protection Officer can be reached at dpo@betxs.ie.
- Your data is kept in the European Union. Two services we use to send text messages and alerts to our staff, Twilio and Slack, store data in the United States, under the EU–US Data Privacy Framework and the European Commission's standard contractual clauses. Every provider is listed in our privacy policy.
- You can ask for a copy of your data from your account, and use your other rights by contacting us. We answer within one month (how to make a request).
- We have assessed the risks of our safer gambling checks and of identity verification with Sumsub, which uses biometric data, and keep each kind of record only as long as the law requires.
Personal data breach response
We have a documented personal data breach response plan covering containment, investigation, risk assessment, recording breaches and required notifications to the relevant authority and affected people. Dove Shield Tech Limited supports us as our platform provider. Our Privacy Policy explains our breach response and notification commitments and how to contact us about a concern.
Reporting to the Authority
We prepare the figures for the Authority's Quarterly Return (section 188) from the platform's own records, as explained in How we prepare the GRAI Quarterly Return.
In progress
- By 30 November 2026: accounts opened before 23 October 2026 that have not yet verified in one of the two ways above must do so to keep betting. Until then, such an account can bet once most of its identity details are given, and the customer is reminded on every page.
- Proof of address: the document route accepts a driving licence that shows the customer's address. The Act also allows a passport or identity card with two proofs of address; we will add that route.
- Quarterly Return: the Authority expects to send its first notices from 27 October 2026. Our figures are proposed until the Authority confirms the form.
For the Gambling Regulatory Authority of Ireland
- How we prepare the GRAI Quarterly Return (proposed, beta): the figures each operator is given for its section 188 return, how each is worked out, and the points where we have interpreted the Authority's Guidelines.
For customers and the public
- How your activity figures are calculated: how each figure on the Safe Gambling and Reporting pages is worked out, and the law behind it.
- Responsible Gambling: our safer gambling tools, when we check in with you, and how to stay in control.
- Privacy Policy: what we collect, why, who we share it with, how long we keep it, and your rights.
